Historical notes about the Community of Ystradgynlais


Ystradgynlais is a busy little place in the upper valley of the river Tawe. Dan yr Ogof caves have fine stalagmites and stalactites.

Ystradgynlais was once with the old county of Brecknock but is now part of the rural county of Powys


Ystradgynlais Volunteer Centre places volunteers in the community, either directly or through working in partnership with other charities and local organisations. With over twenty-five years of working for the community, the YVC has established strong links with partner organisations, and set up projects of its own, which are now going from strength to strength.

The Volunteer Centre offices in Station Road include a shop selling videos, books, wool, craft items and cards for all occasions. There is a key-cutting service on Thursday and Friday mornings, and the shop serves as an outlet for the Toolstore, which can rehandle, sharpen, and repair your tools, or take in old tools as donations for refurbishment. Some of these are sold to the local community, others are sent to Tanazania as part of Tools For Self Reliance (Cymru).

The YVC is able to take in donations of electrical items for resale as there are several trained PAT-testers who can test them as safe for resale.

The Community Council is the level of local government in Powys nearest to the people of Ystradgynlais. A comunity like Ystradgynlais usually formed around a village or other small settlement and used to be centred around the Parish Church. In the late 1800s Church and State separated but the same area is now represented as a local authority by the Ystradgynlais Community Council and the Church by the Parochial Church Council.

The Community Councils have many powers and some duties. (Cf. The Good Councillors Guide).

An example of a power is the one that allows the purchase and operation of street lighting. One duty requires the council to open the meetings to the press and public, with few exceptions. They manage local amenities in Ystradgynlais and have a watching brief on local issues and their opinion is noted by those higher authorities in matters concerning them such as local planning issues.
